The Road Commission for Oakland County, in partnership with Holly Township, will conduct a public information meeting Tuesday, Feb. 25, to share information about the upcoming project to resurface North Holly Road from just north of Grange Hall Road north to the county line.
The meeting will take place at Holly Middle School, 14470 North Holly Road, from 4 to 7 p.m. There will not be a formal presentation, and anyone can attend at any time between 4 and 7 p.m. to review information or speak with an RCOC representative.
The project is expected to start in June and be completed in the fall. It will be completed in two stages, with each stage closed to through traffic while it is under construction.
The first stage is the section from Grange Hall Road to Belford Road. This section is expected to be under construction and closed to through traffic during the summer.
The second stage is the section from Belford Road north to the county line. This section is expected to be under construction and closed in the late summer and fall.
During both stages, the detour route for through traffic will be Grange Hall Road to Dixie Highway to Baldwin Road and back to North Holly Road and vice versa.
In addition to resurfacing the entire section, the project includes complete reconstruction of the road in three locations and raising the elevation of the road in those locations to improve drainage. A retaining wall at the intersection of North Holly Road and Belford Road will also be reconstructed, and there will be hill reductions at the intersection to improve sight distances.
Other safety improvements as part of the project will include the application of high-friction surface treatments at some curves, the installation of guardrail where warranted and culvert maintenance at the Swartz Creek.
The project is expected to cost approximately $4.3 million. A special federal Transportation Investment Generating Economic Recovery (TIGER) grant will cover $3 million of the cost, and the remainder will be shared by RCOC and Holly Township. TIGER grants, now known as Better Utilizing Investments to Leverage Development (BUILD) grants, were authorized by Congress to fund infrastructure projects that have a significant local or regional impact. The North Holly Road projects TIGER grant was awarded in the “rural” category.
