[ARCHIVED] RCOC TO HOST PUBLIC INFO MEETING OCT. 3 ABOUT 2024 CULVERT REPLACEMENTS ON FARR ST. IN COMMERCE TWP.

The Road Commission for Oakland County (RCOC), in partnership with Commerce Township, will host a public information meeting on Tuesday, Oct.3, about the planned 2024 culvert replacements on Farr Street over the Huron River between Elkin and Broadway streets in the township. 

The meeting is from 4:30 p.m. until 7 p.m. at Commerce Elementary School, 520 Farr Street, Commerce Township. The meeting will be open-house format -- there will not be a formal presentation. RCOC staff will be present to answer questions throughout the meeting.   

            The approximately $1.25 million project is funded mainly by Michigan Local Bridge program funds with RCOC providing matching dollars.   

            The project includes:

  • The removal of two failing nine-foot-diameter culverts beneath Farr Street and replacing them with two new culverts.
  • The new culverts will be longer, allowing for future sidewalk installation on the north side of the street.
  • Asphalt repaving on Farr Street between Broadway and Elkin streets. 
  • Placement of curbs and gutters in the vicinity of the culvert.
  • Drainage improvements.
  • Placement of new pathway to access Mill Race Park.

Tree removal will take place during the winter of 2023/2024, with utility work following in the spring. Construction is expected to start in the summer of 2024, with this section of Farr Street closing to traffic. Access to homes and businesses within the construction zone will be maintained during the work. The project will conclude in September.  

The detour route for through traffic: Carroll Lake Road to West Commerce Road to North Commerce Road, back to Farr Street and vice versa. 

RCOC is also requesting public input to recognize and address the temporary use of Mill Race Park during this project. RCOC proposes a “temporary non-conforming use” of Mill Race Park as regulated by Section 4(f) of the United States Department of Transportation Act of 1966. Comments and concerns can be submitted to the RCOC Design Division at design@rcoc.org, by phone at 877-858-4804, or in person during the Oct. 3 public meeting. The deadline for comments or concerns is Oct. 20, 2023.

Anyone wishing to attend the meeting who requires special accommodations in accordance with the provisions of the Americans with Disabilities Act (ADA) or Title VI, including those requiring language assistance, should call RCOC at 248-645-2000 and ask to be directed to the RCOC Engineering Department to submit your request. The Road Commission will provide such services free of charge, with reasonable advanced notice.
